The European Investment Bank intends to invest in the energy modernization of Ukrainian universities.
This is stated in the message of the Ministry of Education and Science following the meeting of Deputy Minister of Education Igor Garbaruk, heads of the Ministry of Finance, the European Investment Bank and the Northern Environmental Corporation.
The project provides for energy audit coverage and reconstruction of more than 200 buildings in 21 universities, as well as the creation and staffing of modern educational facilities and dormitories.
According to the Ministry of Education, the university buildings included in the project have outdated ventilation, heating and energy systems. This leads to excessive costs and inefficient use of energy resources.
The total budget of the project is almost 160 million euros. These are investments in energy efficiency measures, including modernization (rehabilitation) of buildings, their thermal and electrical systems, which in the complex should lead to energy savings and comfortable conditions for training and work.
The first phase of the project included 7 Ukrainian universities: National Pedagogical University. Dragomanova, National University „Lviv Polytechnic“, NTU „Kharkiv Polytechnic Institute“, Poltava National Technical University. Kondratyuk, Chernihiv National Technological University, Sumy State University and Vinnytsia National Technical University.

Shmygal: education will receive the largest increase in funding
In the draft State Budget for 2021, the largest growth is provided for the education system.
This was stated by Prime Minister Denis Shmygal, presenting the new State Standard of Basic Secondary Education.
According to him, it is planned to allocate UAH 34 billion more to finance the educational sphere in 2021 than this year.
„This is a record 159 billion hryvnias for the Ministry of Education and Science, of which 1.4 billion hryvnias will be allocated for the New Ukrainian School program,“ the head of government stressed.
The Prime Minister also noted that the competencies and skills enshrined in the new State Standard for Basic Secondary Education are based on EU best practices and are in line with the modern technological world.
“We identify 11 key competencies that students should receive. Among them: fluency in the state language, the ability to communicate in foreign languages, mathematical and technological competence, innovation and openness to new ideas, entrepreneurship and financial literacy, the ability to learn throughout life, „said Shmygal.

According to Deputy Minister of Education and Science Yegor Stadny, the lack of capital expenditures for universities again undermines the quality of higher education.
“Under such circumstances, obtaining a soft loan from the World Bank becomes vital for us. Our team has been working on this since the fall. All preliminary agreements have been reached. We have an official letter of support for the project from the World Bank and the prior consent of the Ministry of Finance. We are doing our best to complete the formal procedures as soon as possible and to sign the documents for the receipt of funds during 2020. In this way, we will be able to compensate for the lost development costs for universities, „said the Deputy Minister of Education and Science.
The Ministry of Education and Science is convinced that investments in education and science will bring the greatest return to the economy in the future. The Ministry of Education and Science proposes to restore the costs lost in the budget, providing for them in the three-year budget declaration for 2021-2023, which is currently being worked on.

The World Bank reaffirmed its readiness to support and finance a project that should help create conditions in Ukraine to increase the efficiency, quality and transparency of higher education.
This was reported by the Ministry of Education and Science with reference to a letter from the World Bank Regional Director for Eastern Europe.
In particular, the project plans to work to ensure that the skills and knowledge of university graduates meet the expectations of employers and the requirements of the labor market and society.
In addition, the World Bank stands ready to increase the efficiency of the use of budget funds in the education sector, increase public confidence in the higher education system as a whole, and overcome the long-term consequences of the spread of COVID-19 and the introduction of distance learning teaching and learning methods.
As a result of the project, it is expected to support the reform aimed at providing financial autonomy to universities and change approaches to their management, in particular, the implementation of all types of autonomy, especially financial, as well as the introduction of key performance indicators in the structure of contracts with rectors.

The Ministry of Education and Science and the Verkhovna Rada Committee on Education, Science and Innovation oppose the proposals of the Ministry of Finance, which provide for the complete abolition of education and science development programs. This is stated in a joint letter from the education department and the relevant parliamentary committee, which was sent to the Ministry of Finance.
According to the authors of the letter, the Ministry of Finance proposes to reduce the total amount of funding for education and science by almost 5 billion 847 million UAH. This amount includes all programs for the development of education and science, including the NUS subvention, funds for grant funding of science through the National Research Fund, basic funding for science in universities and other areas to support the transformation of education and science.
The Ministry of Education and Science and the Verkhovna Rada Committee demand to keep at least UAH 1.7 billion worth of programs for development.
Among them is a research grant funding program through the National Research Foundation. In general, its volume is 525 million 533.3 thousand UAH, of which the Ministry of Finance proposes to remove 500 million 338.7 thousand UAH. The position of the VRU and MES Committee is to fully preserve the program.

No less important for the development of science is the program of basic funding for science in universities, for which UAH 400 million is planned. It is important that at least UAH 220 million be saved in this direction to provide the best scientists with the minimum necessary equipment.
Another principled position is at least partial preservation of the subvention for the development of the New Ukrainian School.
Thus, the Ministry of Finance proposed to reduce it from 1.4 billion UAH to 361 thousand UAH. The position of the Ministry of Education and Science and the profile committee of the Verkhovna Rada is to keep at least UAH 1 billion 60 million allocated for school equipment until the new school year.
„The lack of these funds will deepen inequality among school students and will seriously damage the implementation of the NUS reform,“ the authors of the letter note.
The program „Able school for the best results“ which is provided for the equipment of basic and big schools is asked to keep at least partially. In total, the general fund of the budget provided UAH 1.5 billion for this program, they ask to keep at least UAH 500 million.
The development of vocational education institutions is also fundamental – the program for the development of training and practice centers in them was proposed to be removed completely. The Ministry of Education and Science and the relevant Committee insist that it is worth saving at least UAH 100 million out of the UAH 259 million that was planned.
At least UAH 3 million out of the UAH 7.3 million that was planned, it is important to keep for the certification of teachers – a new mechanism that allows the best teachers to receive a 20% salary increase.
